Discipline

1. 1.1 Teams to provide names of three officials at the beginning of the season, with passport size pictures.
2. 1.2 Team officials can represent only one team for the season.
3. 1.3 All players and officials on the bench should have cards of their respective team.
4. 1.4 There can be a maximum of 18 players and 3 officials on the bench. Total: 21.
5. 1.5 Either official can ask for players/officials card at the half time. Any player/official without the valid card will be asked to leave the bench.
6. 1.6 Any player/s receiving suspension (red card) is required to leave the field of play immediately and go over to the other side (opposite side of the bench).
7. 1.7 A player who is under suspension, either for the on going game or past games cannot be on the bench. He cannot enter the field of play at any time (including half time). He cannot take part in any activity conducted by the Goan Soccer League either as a player or as an official.
8. 1.8 Anyone swearing and showing disrespect to the officials of the Goan Soccer League (based on league matters) will be disciplined.
9. 1.9 Anyone swearing or showing disrespect or threatening any Players/Managers/Trainers, of respective teams will be disciplined.
10. 1.10 Only Managers of the respective teams can approach the League officials for any clarification. The League officials may or may not have the answers right away. Depending on the circumstances an immediate decision will not be taken but a meeting will be held as soon as possible to settle the issue. Players are not permitted to approach any League officials on any matters.
11. 1.11 The league will deal seriously with players who are habitual offenders, engaged in rough play, year after year. These players will be warned and disciplinary measures will be taken where appropriate.
12. 1.12 Any incident/s on the field is strictly under the referee's supervision. If there is anything that is beyond the scope of the game, the captain of the team is advised to inform the referee immediately.
13. 1.13 GSL will initiate any action, based on referees report.
14. 1.14 Only two teams that are in action will occupy the bench.
15. 1.15 The teams that are playing the following (next) game will not occupy the bench until the final whistle is blown.
16. 1.16 All disciplinary measures are subject to change from time to time.

1. 2.1 In case of Referees Report, ("Special Report") it will be considered as FINAL in all cases. There will be no exceptions.
2. 2.2 The Disciplinary Committee will make their decision based on the Referee's Report only.
3. 2.3 Any e-mails to the GSL (including any clarification) must be addressed to: goanintervillagesoccer@yahoo.com.
4. 2.4 Any e-mail addressed directly to the President of GSL or any officials of the GSL will be considered illegal and the official/team concerned will be fined.
5. 2.5 Once the decision is arrived by the Disciplinary Committee, no officials of the team will approach any executive committee member of the GSL.
6. 2. 6 Before the start of the season teams are required to submit the 'Team Registration Form' with the two Team Officials who will attend the meetings.
7. 2.7 Both the appointed Team Officials are required to maintain the rules and regulations file.
8. 2.8 In the absence of one official the other official is required to share the information.
9. 2.9 No back dated information will be provided by the League.
10. 2.10 Information will be provided only to the officials who attend the meeting.
11. 2.11 All disciplinary measures are subject to change from time to time.

Note:
Any infringement of the above rules will be subject to a penalty of $50.00 for each offence/disciplinary action. Any Constitutional penalty/fine will supersede these measures.
A serious offence may result in a player/officials/trainers being suspended for an extended period of time or called for a Disciplinary Hearing.
